Governments responsible

Sheldon Richman's analysis shows that the U.S., State and Local Governments acted irresponsibly in the years leading up the the destruction of New Orleans. Private companies doing any of these things would be where Enron and Worldcom are now, but governments can get away with it because "the people" are trained from Kinder-Garten on up to "trust our leaders".
